DogEXE: Universal File Format

DogEXE, also known as the file format ".dogexe" is a universal file format, meaning it can be ran on any operating systems. The idea is to get rid of the entire idea of having separate downloads for different operating systems, in favor of one file format, that, so long as you have the Runner, you can open it anywhere. And DogEXE wants people to stop hunting for separate downloads, when we could all have just one download button for the user's convenience, and to not have to make the same exact thing multiple times for the creators sake. It's an overall win-win.
Attached to the project are two example files. object.dogexe, which is just a basic test script. And scratch.dogexe, which is a test script with dependencies (PyQt5, PyQtWebEngine)
